Eligibilty Criteria

Candidates must fulfill the following essential educational qualifications and experience:

Educational Qualification:

  • A candidate must be a Law Graduate or equivalent from a University/Institute recognized by the Bar Council of India, New Delhi.
  • Candidates must provide a certificate signed by the Principal/Head of the college/institute, or the competent authority of the university, stating that the said college/institute/university was recognized by the Bar Council of India, New Delhi, during the relevant academic session.

Experience:

  • The candidate must have a minimum of three years of experience as a legal professional at the Bar as of the advertisement publication date (23.02.2026).
  • The number of years of practice will be counted from the date of provisional enrollment/registration with the concerned State Bar Council.
  • The certificate of practice must be attested either by the Principal Judicial Officer of the court where the candidate is practicing OR by an advocate of that court with a minimum of 10 years of experience, authorized by the Principal Judicial Officer of that district or place.
  • Candidates practicing in High Courts or the Supreme Court must have their certificate attested by an advocate with 10 years of experience, authorized by the High Court or Supreme Court.
  • Work done as a Law Clerk with any judge or judicial officer in the country will be considered as experience for counting the total years of practice.

Note:

  • The minimum three years of experience as a legal professional at the Bar must be completed by the advertisement publication date, i.e., 23.02.2026.
  • Application forms will not be accepted in the absence of the above educational qualification and experience certificates.

Additionally, 02 posts are reserved for Orthopedically Handicapped (OH) candidates under 1% horizontal reservation as per Bihar Civil Service (Judicial Branch) Recruitment Rules, 1955.

Note:

  • Candidates must be healthy, well-built, active, and free from any physical defects that might hinder the smooth discharge of service duties. However, defective colour vision will not be a ground for disqualification for judicial service.
  • The number of published vacancies may increase or decrease if the requisition received from the General Administration Department is revised.

Selection Process

The selection process for appointment will be based on marks obtained in the Written (Main) Examination and Interview.

Preliminary Examination (If applicable):

A Preliminary Examination will be conducted if there is an excessive increase in the number of candidates. It will consist of two objective, multiple-choice papers:

  • Paper 1: General Studies - 100 marks, 1.5 hours, 100 questions.
  • Paper 2: Law - 150 marks, 2 hours, 150 questions.

Qualifying Criteria for Preliminary Exam:

  • Candidates will be selected for the Written (Main) Examination based on marks obtained in the Preliminary Examination, up to a maximum of 10 times the number of available vacancies. All candidates with equal marks as the last qualified candidate will also be eligible.
  • Minimum qualifying marks: 45% for Unreserved category candidates and 40% for Reserved category candidates.

Written (Main) Examination:

The Main Examination will consist of compulsory and optional subjective papers. The High Court, with the consent of the Commission, reserves the right to prescribe qualifying marks for any or all subjects.

Minimum Qualifying Marks for Main Exam:

  • For Reserved category candidates (including women and orthopedically handicapped), the minimum qualifying marks will be 5% less than that for General category candidates for each principle subject and also 5% less in the total aggregate marks.

Number of Attempts:

  • Candidates other than those belonging to reserved categories (including women and orthopedically handicapped) will not have more than 05 (five) attempts to appear in the examination.

Interview/Personality Test:

  • Candidates who qualify in the Written (Main) Examination will be called for an Interview/Personality Test carrying 100 marks.
  • The minimum qualifying marks for the Interview (Oral Test) will be 35%.
  • It is mandatory for successful candidates in the written examination to appear for the Interview (Oral Test).
  • Successful candidates will be included in the interview at a ratio of 1:3 based on their marks in the written examination.

Final Merit List:

The final merit list will be prepared based on the aggregate marks obtained in the Written (Main) Examination and the Interview.

Syllabus

The syllabus for the 33rd Bihar Judicial Service Competitive Examination includes a Preliminary Examination (if conducted) and a Main (Written) Examination.

Preliminary Examination Syllabus:

The Preliminary Examination will consist of objective questions based on multiple-choice options. The syllabus for both papers will be the same as prescribed for General Knowledge, General Science, and Law papers in the written examination.

  • For Backward Class / Extremely Backward Class candidates: Non-Creamy Layer Certificate (for female candidates, issued in the name and address of the father).
  • For Scheduled Caste / Scheduled Tribe candidates: Caste Certificate (for female candidates, issued in the name and address of the father).
  • For Scheduled Caste / Scheduled Tribe candidates: Permanent Resident Certificate (for female candidates, issued in the name and address of the father).
  • For permanent resident unreserved category female candidates of Bihar state: Permanent Resident Certificate issued in the name and address of the father.
  • For Economically Weaker Section (EWS) applicants: Income and Asset Certificate issued by the competent authority in the prescribed format as per Bihar Government Notification No. 2622, dated 26.02.2019 (the certificate must be valid at the time of application). For married women, the income and asset certificate (EWS) will be issued from the permanent residence (Anchal) of their husband, but such married women will also need to present a residence certificate issued on the basis of their father's permanent residence to clarify that the concerned married woman is a native of Bihar state. The EWS certificate is valid for one year from the date of issue.
  • Certificate related to Orthopedic Disability issued by the competent authority in the prescribed format.
  • No Objection Certificate (NOC) issued by the competent authority if appointed to any post under the Central Government, Bihar Government, or any other State Government.
  • Identity Proof (photo-affixed), as claimed in the application.
  • Four recent passport-sized photographs.
  • Hard copy of the online application filled for the written examination.

All required certificates must be issued by the final date of online application (18.03.2026).

Important Note: It is mandatory to present the original copies of the above certificates during verification. If an applicant submits incomplete/erroneous certificates at the time of document verification/interview, they will be given one final opportunity (maximum one week) to rectify the error and will be provisionally allowed to participate in the interview. If the candidate fails to submit the correct certificate even after the specified period, their eligibility will be checked at every stage from the beginning of this selection process/examination based on the merits of the available evidence, and only if found eligible and successful in all stages will they be considered finally successful.
