The Uttar Pradesh Police Recruitment and Promotion Board (UPPRPB) invites online applications for direct recruitment to various Constable and equivalent posts. Payment Method

Eligibilty

Eligibility Criteria

1. Nationality:

  • A Citizen of India, or
  • A Tibetan refugee who came to India with the intention of permanent residence before January 1, 1962, or
  • A person of Indian origin who has migrated from Pakistan, Myanmar, Sri Lanka, or any East African country like Kenya, Uganda, and the United Republic of Tanzania (formerly Tanganyika and Zanzibar) with the intention of permanently settling in India.

Note: Candidates belonging to categories (b) or (c) must possess an eligibility certificate issued by the State Government. Category (b) candidates are also required to obtain an eligibility certificate from the Deputy Inspector General of Police, Intelligence Branch, Uttar Pradesh. An eligibility certificate for category (c) candidates will not be issued for a period exceeding one year, and such candidates will be allowed to remain in service beyond one year on the condition that they acquire Indian citizenship. Candidates whose eligibility certificate is required but not yet issued or denied may be provisionally allowed to appear in the examination and appointed on the condition that the necessary certificate is obtained or issued in their favor within the specified timeframe.

2. Educational Qualification:

  • It is mandatory to have passed Class 12th from a board established by law in India or an equivalent qualification recognized by the Government.

Note:

  • Candidates must possess the required educational qualification at the time of application, and their mark sheets or certificates must be available at that time. Candidates who have appeared or are appearing for the examination of the required educational qualification are not eligible.
  • The responsibility to provide documentary evidence to prove the accuracy, correctness, and equivalence of the educational qualification displayed in the application form lies with the candidate. The decision of the Board in this regard will be final.

3. Desirable Qualifications:

These qualifications do not carry marks but will be given preference in case two or more candidates obtain equal marks:

  • Obtained \'O\' Level Certificate in Computer from DOEACC (DOEACC/NIELIT) Society, or
  • Served in the Territorial Army for a minimum period of two years, or
  • Obtained \'B\' Certificate of National Cadet Corps.

Note: A candidate possessing more than one desirable qualification will only receive the benefit of one such qualification.

4. Character:

The character of a candidate should be such that he/she is in all respects suitable for employment in government service. The appointing authority will satisfy itself in this regard. Persons dismissed by the Union Government or any State Government or any local authority, or any corporation or body owned or controlled by the Union Government or any State Government, or persons convicted of any offense involving moral turpitude, will not be eligible for appointment to any post in service.

5. Marital Status:

A person shall not be eligible for appointment to any post in service if he/she has more than one living spouse, or if he/she has married a person who already has one living spouse.

6. Physical Fitness:

No candidate will be appointed to any post in service unless he/she is in good mental and physical health and is free from any physical defect likely to interfere with the efficient performance of his/her duties. Before a candidate is finally approved for appointment, he/she will be required to pass a medical board examination.

  • The Medical Board will examine the prescribed physical standards for the candidate\'s height, chest, and weight, as applicable. It will also examine for knock-knees, bow legs, flat feet, varicose veins, distant and near vision, color blindness (complete and partial), hearing test including Rinne test, Weber\'s test and Vertigo test, speech defects, etc., and such other deficiencies as may be notified by the State Government from time to time.
  • As per the Uttar Pradesh Constable and Head Constable Service Rules-2015 (as amended), Uttar Pradesh Provincial Armed Constabulary Subordinate Officers Service Rules, 2015 Rule-6, Uttar Pradesh Special Security Force Rules, 2021 Rule-10(2), Uttar Pradesh Mounted Police Service Rules-2016 and Uttar Pradesh Prison Administration and Reforms Department Jail Warder Cadre Service Rules, 2016 (as amended), physically handicapped persons are not eligible for police services.

Salary Details

The selected candidates will receive a salary as per Pay Band 5200-20200 with Grade Pay-2000. In the new pay scale, the salary matrix ranges from Rs. 21,700 to Rs. 69,100, corresponding to Pay Level-3.

Selection Process

The selection process for the various Constable and equivalent posts will be conducted as per the respective service rules and generally involves the following stages:

  1. Written Examination: All applicants whose application forms are found prima facie correct will be required to appear in an offline written examination.
  2. Document Verification (DV) & Physical Standard Test (PST): Candidates successful in the written examination will be called for document verification and physical standard test, which will be of qualifying nature.
  3. Physical Efficiency Test (PET): Candidates who qualify in the document verification and physical standard test will be required to participate in the physical efficiency test, which is also of qualifying nature.
  4. Final Merit List: Based on the marks obtained in the written examination, considering the reservation policy and success in PET, a final selection list will be prepared.
  5. Medical Examination / Character Verification: The selected candidates will undergo a medical examination and character verification before final appointment.

Detailed Breakdown of Stages:

1. Written Examination:

  • The written examination will be objective type and conducted offline.
  • Total Marks: 300 marks.
  • Duration: 02 hours.

  • Minimum Qualifying Marks:

  • Total Questions: 150 questions, with 2 marks allotted for each correct answer.
  • The examination will be OMR-based.
  • If the examination is conducted in multiple shifts or on multiple dates, normalization of marks will be applied as per the Board's published process (Notice No. PRPB-1(155)/2023 dated 18.12.2023).
  • An answer key will be published, and objections will be invited online. If any question or answer option is found incorrect, such questions will be cancelled, and marks will be distributed using the formula: (Correct Answers * Allotted Marks) / Number of Correct Questions.
  • Important Note for OMR Sheet: The OMR answer sheet will have three copies (External Agency, Board, Candidate). If a candidate takes the original copy, their candidature will be automatically canceled.

2. Document Verification (DV) & Physical Standard Test (PST):

  • Candidates will be called for DV and PST based on merit from the written examination. This stage is qualifying.
  • Document Verification: Candidates will present original documents related to eligibility, age relaxation, reservation category (vertical/horizontal), mandatory and desirable qualifications. Mismatch or forged documents will lead to disqualification and legal action.
  • Physical Standard Test (PST): Physical measurements will be taken.
    • Male Candidates:
      • Height: 168 cm (General/OBC/SC), 160 cm (ST)
      • Chest: 79 cm (unexpanded), 84 cm (expanded) for General/OBC/SC; 77 cm (unexpanded), 82 cm (expanded) for ST. Minimum 5 cm chest expansion is mandatory.
    • Female Candidates:
      • Height: 152 cm (General/OBC/SC), 147 cm (ST)
      • Weight: Minimum 40 kg
    • Candidates dissatisfied with their PST measurement can file an objection on the same day for re-measurement by a Nodal Officer. No further appeal will be entertained. Measurements from previous recruitments or private/government institutions are not valid.

3. Physical Efficiency Test (PET):

  • Candidates who successfully pass DV and PST will be called for PET, which is qualifying.
  • Male Candidates: 4.8 km run in 25 minutes.
  • Female Candidates: 2.4 km run in 14 minutes.
  • Failure to complete the run within the prescribed time will disqualify the candidate.
  • No additional opportunities will be provided for PET due to any reason, including pregnancy, judicial custody, or unavoidable circumstances.
  • The use of steroids/stimulants/narcotics during PET is strictly prohibited and will lead to cancellation of candidature and legal action.

4. Selection and Final Merit List:

  • A final selection list will be prepared based on the marks obtained in the written examination among candidates who qualify PET, keeping in mind the reservation policy.
  • No waiting list will be prepared by the Board.

Tie-Breaking Rules for Merit List: If two or more candidates secure equal marks, the following criteria will be applied in order of preference:

  1. Candidate possessing desirable qualifications (as mentioned in paragraph 2.7). Only one desirable qualification benefit will be considered.
  2. If still a tie, the older candidate will be given preference.
  3. If still a tie, preference will be given based on the alphabetical order of the candidate's name as mentioned in their High School certificate.
