Note:

  • Uttarakhand Ex-servicemen, Dependents of Freedom Fighters, identified Uttarakhand State movement activists/their dependents, Uttarakhand skilled players (medal winners/participants in Olympics/World Cup/World Championship/Asian Games), and Uttarakhand female candidates will have to pay the fee prescribed for their respective category (Unreserved, EWS, SC, ST, or OBC).
  • For visually impaired candidates of identified categories against advertised posts, application fee exemption is applicable, but a processing fee of ₹16.36 (including tax) will be payable.
  • If the examination fee is submitted after the prescribed last date, the application will not be accepted and will be considered cancelled.

Age Relaxation:

Age relaxation will be applicable as per the prevailing government orders issued by the Uttarakhand government for various categories/sub-categories:

  • Uttarakhand SC/ST/OBC: 5 years
  • Dependents of Uttarakhand Freedom Fighters: 5 years
  • Uttarakhand Persons with Disabilities (PwD): 10 years
  • Uttarakhand Ex-Servicemen: Candidates will be allowed to deduct the period of their service in the armed forces from their actual age. If the resulting age does not exceed the prescribed maximum age limit by more than 3 years for the post/service they are applying for, they will be deemed to satisfy the upper age limit condition.

If a candidate claims relaxation under more than one sub-category, only one sub-category which is most beneficial to them will be considered.

  4. For Lecturer Hindi:
    1. Postgraduate degree in Hindi from a university established by law in India.

  7. For Lecturer Agricultural Science:
    1. Postgraduate degree in Agricultural Science from a university established by law in India.
    2. L.T. Diploma from a government or government-recognized training institute/college OR Bachelor of Education (B.Ed.) degree from a university established by law in India.
  8. For Lecturer Home Science:
    1. Postgraduate degree in Home Arts or Home Science from a university established by law in India.

Preferential Qualification:

Other things being equal, preference will be given to a candidate for direct recruitment who:

  1. Has served in the Territorial Army for a minimum period of two years, OR
  2. Has obtained a \'B\' or \'C\' certificate of the National Cadet Corps, OR
  3. Has obtained a \'C\' certificate of the N.S.S.

Domicile / Educational Requirements (for Group \'C\' posts):

Only candidates who have passed their High School and Intermediate or equivalent level education from recognized institutions located in Uttarakhand State are eligible. (Exceptions apply for personnel serving in military/paramilitary forces, regular employees of State Government/Central Government/Public Sector Undertakings with non-transferable services outside Uttarakhand, and permanent residents of Uttarakhand residing outside the state for livelihood/study, including their spouse/children).

Employment Exchange Registration:

Candidates must be registered with an Employment Exchange located in Uttarakhand State by the last date of application. (Exceptions apply for candidates already employed in State Government services who wish to apply for advertised posts, and Ex-servicemen registered with District Sainik Kalyan Evam Punarvas Karyalaya in Uttarakhand, which will be considered equivalent to Employment Exchange registration).

The pay scale for the Lecturer post is ₹47,600 - ₹1,51,100 (Level-8).

Post Type: Non-gazetted, Temporary/Permanent (Continuous) / Contributory Pension Scheme.

The selection process for the advertised posts will consist of the following stages:

  1. Written Examination (Objective Type):
    • A subject-wise written examination (objective type) will be conducted.
    • The examination will be held in Haridwar and Haldwani cities. If the number of candidates is low, the examination will be conducted only in Haridwar city.
    • Negative Marking: There will be negative marking. One-fourth (1/4th) of the marks allotted to a question will be deducted for each wrong answer. If a candidate gives more than one answer, it will be considered a wrong answer, even if one of the given answers is correct, and penalty will be applied. No penalty for unanswered questions.
    • Minimum Qualifying Marks: Candidates must obtain minimum qualifying marks as specified in Appendix-03 of the advertisement, according to their reservation category/sub-category, to be considered for the merit list.
  2. Document Verification:
    • Candidates declared successful in the subject-wise written examination (objective type) will be required to submit self-attested printouts of their online application forms along with self-attested photocopies of all essential educational qualification, preferential qualification, reservation, and other relevant certificates to the Commission's office by the specified date. Failure to do so will result in cancellation of candidature.
    • Verification of claims made in the online application form regarding academic, reservation, etc., will be done as per the provisions mentioned in Part-Nine of the Uttarakhand Public Service Commission Scrutiny Guideline-2022 (as amended).
  3. Final Selection:
    • The final selection merit list for subject-wise available posts will be based on the marks obtained in the written examination, educational qualifications, age, relevant service rules, availability of category-wise/sub-category-wise posts, and the online preferences given by the candidate.
    • If a candidate is successful in more than one subject, their selection will be considered for only one post according to the online preference given. After selection for one post, their candidature for other posts will not be considered.
    • The Commission's decision regarding candidature/eligibility/suitability will be final.

Candidates must follow the steps below to apply online:

  1. Visit the Official Website: Go to the Commission's website ukpsc.gov.in or ukpsc.net.in.
  2. Read Instructions: Navigate to the "How to Apply" link in the Menu bar on ukpsc.net.in. Review the Advertisement Details, Important Dates, and Instructions for filling up the online application form.
  3. Click "Apply Now": After reviewing, click the "Apply Now" button.
  4. Complete Primary Registration: Fill in the required correct information in the Registration Form, create a Password, and click "Submit." The filled Basic Information will be displayed. Verify the details. If correct, tick "I have verified all the details entered by me in the registration form and wish to submit the same" and click "Submit." Otherwise, click "No, I want to change some details" to edit and resubmit.
  5. Login and Fill Educational Details: After successful primary registration, you will receive a message on your registered mobile number and email. Click "Click here to login." Upon logging in, the "Educational Details" page will appear. After reviewing the essential educational qualifications, tick the provided checkbox. Then, fill in the High School details and click "Add Education Details." Incorrect details can be edited/deleted using the "Edit/Delete" icon. Similarly, fill Intermediate, Graduate, and other educational qualifications. Fill other details and click "Continue."
  6. Upload Photo & Signature: Upload your Photo and Signature as per the instructions displayed under the "Photo - Signature to Upload" tab. If you need to re-upload, click the "I want to upload photo and signature" checkbox.
  7. Review and Final Submission: After uploading the Photo and Signature, tick the declaration "I hereby declare that the photograph - signature are correct and accurate representation of myself" and click "Continue." The filled data will be displayed on the screen. Carefully check all the details. Any incorrect information can be corrected by clicking the "Back - Edit" button. If all details are correct, tick the declaration and click the "Final Submit" button to complete the online application process.
  8. Print Application: Click the "Print Application" button to get a printout of your online application form.
  9. Application Cancellation (if needed): In case of an error after Final Submission, candidates can cancel their application by clicking "Cancel My Application" and re-apply. For cancellation, read the declaration in the new window, tick it, and click "Submit." An OTP will be sent to the registered mobile number. Enter the OTP in the "Enter OTP" field and click "Cancel Application." No claims will be accepted for a cancelled application.

Application Correction/Modification Process:

After the online application process is complete, a link for modification/correction will be opened:

  1. The Edit/Correction link will be opened 5 working days after the last date of online application.
  2. The duration for the Edit/Correction link will be 10 days.
  3. Only candidates who have completed the application process will be able to log in using their email ID and password.
  4. After logging in, candidates will be able to modify their filled data (excluding mobile number and email ID) as required, subject to the terms and conditions.
  5. Candidates must complete the Edit/Correction process in the online application form for the data to be updated.
  6. The edited data will be considered final after the Edit/Correction process is complete.
  7. If a candidate changes their category/sub-category, they will have to pay the differential fee as per the advertisement terms. However, if the change is only in a sub-category (DFF/Uttarakhand Woman etc.) that does not affect the fee, no additional fee will be charged for that change. No fee will be charged for correcting other entries/errors.
