Eligibilty Criteria

Essential Qualifications:

For the post of Private Secretary Grade-I, applicants must possess the following qualifications as of the closing date of submission of the Online Application Form:

  • A Bachelor’s Degree from a University established by Law in India, OR a qualification recognized as equivalent thereto.
  • Good knowledge of English Shorthand and typewriting with a minimum speed of 100 words per minute (WPM) and 40 words per minute (WPM), respectively.
  • Knowledge of Data Entry, Word Processing, and Computer Operations.

Preferential Qualification:

As per Rule 4-F of The Allahabad High Court Private Secretaries (Conditions of Service) Rules, 2001 (and its subsequent amendments), a candidate will be given preference, all other things being equal, if they:

  • Have served in the Territorial Army for a minimum period of two years, OR
  • Have obtained a 'B' Certificate of the National Cadet Corps (NCC).

Note: Benefits of reservation shall be given only to candidates who are domiciled in Uttar Pradesh, subject to the production of a valid Domicile Certificate issued by the Competent Authority. For women candidates, only caste/domicile certificates issued from the father’s side will be considered valid. Physically Handicapped (P.H.) candidates must possess not less than 40% of the relevant disability. There is no provision for a Scribe or extra time for P.H. candidates in any stage of the examination.

Selection Process

The selection process for Private Secretary Grade-I will consist of Three Stages, each mandatory to qualify:

Stage I: Examination (Computer Based Test - CBT)

  • Part A: General Studies (CBT)
    • Type: Multiple Choice Objective type test
    • Total Questions: 100 MCQs
    • Maximum Marks: 200
    • Duration: 90 minutes
    • Marking: Each correct answer carries 2 marks. There is no negative marking for incorrect answers.
    • Minimum Qualifying Marks: No minimum qualifying marks specified for this part.
    • Syllabus Includes: General Science, History of India, Indian National Movement, Indian Polity, Economy and Culture, Indian Agriculture, Commerce, and Trade, Population, Ecology and Urbanisation (in Indian Context), World Geography & Geography and Resources of India, Current National and International Important Events, General Aptitude, Special Knowledge regarding Education, Culture, Agriculture, Industry, Trade, Living and Social Traditions of Uttar Pradesh, Knowledge of General English and General Hindi of Graduation level, Elementary Knowledge of Computers.
  • Part B: Computer Knowledge Test (CBT)
    • Task: Reproducing a part of a Judgment (approximately 500 words) in ENGLISH on the computer in the same format.
    • Maximum Marks: 100
    • Duration: 15 minutes
    • Minimum Qualifying Marks: 50 out of 100.
    • Marking: Marks deducted for mistakes (0.200 marks per error for left-out words, spelling, punctuation, bold/italic, justification, paragraph phrasing, extra characters).
  • Part C: Subjective Type Translation Test (CBT)
    • Task: Translation of a passage (approximately 250 words) given in Shorthand to English on the computer (from Sir Issac Pitman’s Book).
    • Maximum Marks: 100
    • Duration: 15 minutes
    • Minimum Qualifying Marks: 50 out of 100.
    • Marking: Marks deducted for mistakes (0.400 marks per error for left-out words, spelling, extra characters).

Stage I (Part A, B, and C) will be conducted in a single shift with a 15-minute gap between each part.

Stage II: Shorthand Dictation Test (Computer Based Test - CBT)

  • Eligibility: Candidates (ten times the total number of vacancies in each category based on Stage-I merit) will be called for this stage.
  • Task: Dictation of an English passage of approximately 500 words in 05 minutes. Candidates must take down the dictation in Shorthand and then transcribe it on a computer within 30 minutes.
  • Maximum Marks: 200
  • Minimum Qualifying Marks: 160 out of 200.
  • Marking: Marks deducted for mistakes (0.400 marks per error for left-out words, spelling, extra characters; half mistake for paragraphing and punctuation errors).

Stage III: Interview

  • Eligibility: Candidates (three times the total number of vacancies in each category based on the combined merit of Stage-I & Stage-II) will be called for the Interview.
  • Maximum Marks: 75

Final Merit List:

The final merit list will be prepared based on the aggregate marks obtained in Stage-I, Stage-II, and Stage-III Examinations (Total 675 Marks). In case two or more candidates secure equal marks, the candidate older in age shall be placed higher in the final Merit List. It is mandatory for candidates to appear and qualify individually in all parts/stages of the recruitment examination; no exemptions will be granted.
